ELOST executive summary includes main findings and recommendations linked to the project’s deliverables. Some of ELOST’s main findings are:
  • Internet usage rate among LSGs is quite low (20%-30%), e-Government usage rate is less than 10%.
  • Usage barriers may be classified to lack of access options, low or no digital skills, low or no awareness to e-Government services, and negative attitudes towards the use of Internet and e-Government.
  • Most LSGs that don’t use the Internet have negative attitudes towards the Internet and e-Government services. This is the most difficult barrier to mitigate. There is a need for a structured process to change attitudes, including the use of change agents and opinion leaders.
